Peace talks spawn violent Taliban splinter groups

ISLAMABAD (AP) ? As the United States and its allies try to negotiate a peace settlement with the Taliban before all combat troops leave Afghanistan in 2014, a new obstacle has arisen: Insurgent splinter groups opposed to the deal are emerging, complicating U.S. hopes of leaving behind a stable country.

These splinter groups have demonstrated their strength recently, with two brazen shootings ? one of a high-ranking Taliban leader and the other of a senior member of the Afghan government's High Peace Council.

That new violence has added to the difficulty of striking a deal with the Taliban as the clock continues to wind down with only 2 1/2 years to go before the planned withdrawal. Failure to figure out all these new players in Afghanistan's varied ethnic and political groups threatens to plunge the country into more civil strife.

"I am very pessimistic," said Moeed Yusuf of the U.S. Institute of Peace in Washington.

He warns that Afghanistan seems poised to repeat the devastation of the early 1990s after the Soviet withdrawal. At that time, rival rebel factions previously united against the Soviets turned their guns on each other, killing tens of thousands of civilians and paving the way for the Taliban takeover.

As more decision-makers emerge on the scene, it is becoming more difficult to secure a peace deal that can withstand the test of time, Yusuf said.

"Whatever peace you come up with, I believe it is not sustainable, and I believe we are probably going to see a repeat of the 1990s, where you go for a few years and then it all starts to fall apart," he said.

The U.S. began the clandestine talks with the Taliban last year, aided by Germany and secretly held in Qatar. A senior U.S. diplomat, speaking on condition of anonymity because of the sensitivity of the issue, said the goal for Marc Grossman, Washington's special representative to Afghanistan and Pakistan, was straightforward: Get an Afghan peace deal.

That goal has run into a series of problems.

The Taliban broke off talks earlier this year, saying the U.S. reneged on a promise to release Afghan prisoners from Guantanamo Bay. To get the Taliban back to the table, the U.S. last weekend said it was mulling a proposal to transfer some Guantanamo Bay inmates to a prison in Afghanistan. But Taliban spokesman Zabiullah Mujahed told The Associated Press that the group wants the prisoners freed unconditionally before resuming talks.

In the last six months, the Taliban has had increasingly violent clashes with a militant Islamist group called Hezb-e-Islami, led by warlord Gulbuddin Hekmatyar. That fighting escalated to all-out war in some parts of Afghanistan.

Hekmatyar is a former American ally who is now on Washington's wanted list. The Taliban worry that Hekmatyar's group, which is close to the government of President Hamid Karzai and has held parallel talks with the Americans, will make its own peace deal.

The fissures in the Taliban movement have been further widened by the emergence of the splinter groups opposed to the peace talks.

Here is a look at some of those groups:

? The Jihadi Shura of Mujahedeen for Unity and Understanding. This previously unheard-of group has lashed out at Taliban talks with the United States, urged more war and criticized battlefield skirmishes between the Taliban and other insurgent groups.

Although the group's size is unknown, its views were put forth in a communique that was circulated in Pakistan's tribal areas near the border with Afghanistan, suggesting a wide reach among Afghans living near the frontier.

"We consider talks in the presence of the invading crusaders as a conspiracy in the way of the establishment of a real Islamic system, for which millions of sincere youth have embraced martyrdom," said the communique, a copy of which was acquired by the AP.

? The Dadullah Front. This group is believed to get most of its strength in the Taliban strongholds of southern Helmand and Kandahar provinces. According to Taliban members familiar with the organization, it is led by Daddi Allah, the brother of Mullah Dadullah, a one-legged Taliban commander who was killed by U.S. forces in 2007. His death ended a spree of beheadings and kidnappings.

Daddi Allah has threatened to kill pro-peace activists, and he accused the Taliban and its leader, Mullah Mohammed Omar, of orchestrating the death of his brother.

In May, the Dadullah Front claimed responsibility for killing Maulvi Arsala Rahmani, a member of the government's High Peace Council and an ex-Taliban member. The group vowed to kill anyone who talked peace while foreign soldiers were still in Afghanistan.

? The Feday-e-Mahaz, or "Suicide Brigade." This group is led by Omar Kitab, who had been aligned with Mullah Dadullah before his death. Kitab was also close to the Taliban military shura until earlier this year, when he broke away following the announcement of talks with the United States.

Rogue Taliban members opposed to talks attacked and nearly killed Agha Jan Motasim, one of the most powerful members of its ruling council and an advocate of a peaceful end to the war. Although no one took responsibility for the attempted assassination, members of either the Dadullah Front or the Suicide Brigade are believed to be behind it. Motasim, seriously wounded in the attack, went to Turkey for treatment and was later threatened with death if he continued to talk to the media.

The United States has watched the tensions grow as both Washington and Kabul have pursued the peace process, said U.S. National Security Council spokesman Tommy Vietor.

"While we are not surprised to see greater splintering among the Taliban, we remain open to talks with those who want peace," he said.

Simbal Khan, Afghanistan and Central Asia director at the Institute of Strategic Studies in Islamabad, said the emergence of the splinter groups has not only raised the stakes for the Taliban central command as they approach a deal with the U.S., but also has increased the political costs if the peace process fails.

The U.S. strategy to encourage members of the Taliban to give up the fight and join the government may have backfired, Khan said, driving the disaffected members instead into the arms of the hard-liners rather than to Karzai.

"The latest reports suggest that the new splintered groups do not seek re-integration with the Afghan state, and instead seek to oppose the Mullah Omar-led putative peace process in Qatar," she said. "Various analysts have long said that there are significant political costs and risks for the Taliban in participating in an overt peace process."

As that process is pursued, battles continue between the Taliban and other groups.

In Afghanistan's central Ghazni province, Hezb-e-Islami commander Lutfullah Khamran said he had thousands of men fighting the Taliban, which he accuses of burning schools and mosques. Reports of his successes are mixed, but he said by telephone that he wasn't ready to stop fighting until the Taliban were driven from the province. The groups also are reportedly fighting in eastern Nangarhar, Kunar and Nuristan provinces.

Seth Jones of the U.S.-based Rand Corporation has monitored fighting between the Taliban and Hezb-e-Islami, led by the warlord Hekmatyar, since 2009. He anticipated more fighting ahead of 2014, calling it "eerily reminiscent of Afghanistan in the early 1990s."

"In short, a precipitous U.S. drawdown from Afghanistan could increase the probability of a civil war among Afghan factions," Jones said.

Yet Hekmatyar's brother-in-law, Ghairat Baheer, said the fighting would stop if a political alternative emerged and international troops left Afghanistan. Baheer said Hekmatyar is not interested in a government post and is at odds with the Taliban over its demand for an Islamic emirate. He also insists on elections, which the Taliban reject as contrary to Islamic law.

In the end, Khan said battle fatigue may be the only thing to save the peace process.

"The way forward is still for the U.S. to try and flog out a peace deal with the Taliban high command after the next U.S. elections are over," she said. "Once a peace process is truly under way, marginal groups within the Taliban and without will find themselves isolated and more manageable. There is war fatigue in all Afghans, Afghanistan's neighbors and the Taliban."

A University of Saskatchewan-led international research team has discovered that aerosols from relatively small volcanic eruptions can be boosted into the high atmosphere by weather systems such as monsoons, where they can affect global temperatures. The research appears in the July 6 issue of the journal Science.

Adam Bourassa, from the U of S Institute of Space and Atmospheric Studies, led the research. He explains that until now it was thought that a massively energetic eruption was needed to inject aerosols past the troposphere, the turbulent atmospheric layer closest to the earth, into the stable layers of the stratosphere higher up.

"If an aerosol is in the lower atmosphere, it's affected by the weather and it precipitates back down right away," Bourassa says. "Once it reaches the stratosphere, it can persist for years, and with that kind of a sustained lifetime, it can really have a lasting effect." That effect is the scattering of incoming sunlight and the potential to cool the Earth's surface.

For example, the massive eruption of Mount Pinatubo in the Philippines in 1991 temporarily dropped temperatures by half a degree Celsius world-wide.

The research team includes scientists from the U of S, Rutgers University in New Jersey, the National Centre for Atmospheric Research in Colorado, and the University of Wyoming. They looked at the June 2011 eruption of the Nabro volcano in Eritrea in northeast Africa. Wind carried the volcanic gas and aerosol ? minute droplets of sulfuric acid ? into the path of the annual Asian summer monsoon.

The stratosphere's calm layers are high ? from 10 km up at the poles to 17 km altitude at the equator ? and it was thought storms could not pierce it. For example, the distinctive flattened "anvil" shape at the top of large thunderstorms is created as the storm pushes against the stratosphere.

Dust from the Nabro volcano, being slightly heavier, settled out, but the monsoon lofted volcanic gas and the lighter liquid droplets into the stratosphere where they were detected by the Canadian Space Agency's OSIRIS instrument aboard the Swedish satellite Odin. The Nabro volcano caused the largest stratospheric aerosol load ever recorded by OSIRIS in its more than 10 years of flight.

OSIRIS, designed in part at the U of S, is used to study the upper atmosphere, particularly the ozone layer and atmospheric aerosols. Originally intended for a two-year mission, the instrument has been functioning flawlessly since its launch in 2001. It circles the earth from pole to pole once every hour and a half, downloading fresh data to the analysis centre at the U of S campus.

"There are only a few instruments that can measure stratospheric aerosols, and OSIRIS is one of them," Bourassa says. "It's become extremely important for climate studies, because we've captured more than a full decade of data. The longer it's up, the more valuable it becomes."

The hope is these latest findings will provide another piece of the puzzle to allow more accurate models of climate behavior and change.

EAST LANSING, Mich. The stock market should be regulated only during times of extraordinary financial disruptions when speculators can destroy healthy businesses, according to a new study led by a Michigan State University scholar.

The study, in the Journal of Financial Economics, is one of the first to suggest when the U.S. Securities and Exchange Commission should get involved in the market.

The answer: rarely. The SEC should step in only when outside financial disruptions make it impossible for large shareholders to fend off "short sellers" or speculators betting a company's stock value will decrease, said Naveen Khanna, finance professor in MSU's Broad College of Business.

Otherwise, the market regulates itself just fine due to the healthy tug-of-war between large shareholders and short sellers, he said.

"The government should only get involved during times of severe market disruptions," Khanna said. "And even then, the government's involvement should be only temporary."

An example of a severe disruption was the global financial crisis of 2008. The SEC stepped in to regulate short selling for a temporary period, which was the right move even though highly criticized at the time, Khanna said.

In short selling, an investor "borrows" stocks from a broker, sells the shares and gets the proceeds. Later on, the investor must cover the "short" by buying back the same number of shares and returning them to the broker. If the price has dropped, as anticipated, the short seller buys back the stock at the lower price and makes a profit on the difference.

During the 2008 crisis, the credit market froze, preventing large shareholders from buying up stock in their companies to counteract the short sellers. Khanna and other experts believe predatory short selling helped sink the massive investment bank Lehman Brothers and damaged other large firms.

Short sellers play an important role by bringing to light negative but necessary information about a company, such as failing business contracts or flagging production. Khanna said it is only during significant economic disruptions that short selling can lead to a company's "death spiral" when short sellers exploit the disruption to lower an otherwise healthy company's stock price to the point that it can no longer do business and is forced into bankruptcy.

At the same time, overregulation of short selling could dissuade large shareholders from battling the short sellers, leaving it up to the government instead. This so-called "moral hazard" can destroy company value as well.

"We overregulate in this country," Khanna said. "The government has the best of intentions, but it rarely works out."

Police: Child porno sweep nets 272 suspects

(AP) ? Austrian police say they have identified 272 suspects in the country as part of an investigation of internet-based child pornography involving 141 nations.

Chief Inspector Harald Gremel says Austrian police were alerted by Luxembourg authorities after they found child pornography was being watched worldwide from several Luxembourg-based home pages.

Gremel told reporters Wednesday that all the suspects are male and come from all professions, including school and kindergarten teachers. Interior Minister Johanna Mikl-Leitner says they range in age from 17 to 70.

Police did not say whether investigations, which were conducted over months, were continuing outside of Austria.

Virtual reality reveals details of Haiti quake

Soon after the magnitude 7.0 earthquake hit Haiti in 2010, virtual reality helped scientists analyze the temblor, revealing key details about the roots of the disaster.

The catastrophic earthquake killed more than 200,000 people, nearly demolished the capital city of Port-au-Prince and left more than 1.5 million people homeless. Damages from the quake were estimated at about $8 billion.

To learn more about how the quake disrupted Haiti, scientists rapidly scanned the surface of the area after the calamity using lasers from the air. This method, called lidar, involved beaming thousands of pulses of light per second downward and measuring how long it took each pulse to reflect back, allowing researchers to compute the distance between the scanner and the ground and create a precise 3-D map of a region about 330 square miles (850 square kilometers) in size. This was the first time such a large-footprint lidar survey took place within a few weeks after a major earthquake.

The 67 gigabytes of terrain data that the lidar survey collected enabled a team of geologists and computer scientists to remotely visualize the site in great detail. This helped them conduct "virtual fieldwork" there right after the disaster, using both a four-sided immersive virtual-reality environment and desktop computers.

Virtual fieldwork
The lead software developer was Tony Bernardin, who was in Haiti visiting his family when the earthquake happened. "Tony did massive amounts of work to develop his virtual globe software so that it could support the remote mapping functionality that I and other geologists on the team needed to execute the study," said researcher Eric Cowgill, a structural geologist at the Keck Center for Active Visualization in the Earth Sciences (KeckCAVES) at the University of California, Davis. "Other team participants played essential roles in finding and processing data, developing and testing software, making observations and developing ideas."

Scientists focused on an about 45-mile (75 km) section of the eastern Enriquillo-Plantain Garden fault spanning the epicenter of the quake. Based on their virtual fieldwork, the researchers suggest the 2010 event occurred within a "stepover," a place where the ends of two faults approach each other but do not connect ? in this case, two separate sections of the Enriquillo-Plantain Garden fault. If the quake happened within this stepover, this could explain the lack of surface rupture seen after the event. "Deformation within the stepover is expected to be complex, occurring on multiple secondary faults that are generally shorter than the main segments outside the stepover," Cowgill said. "Because of their shorter length, the faults in the stepover can produce smaller earthquakes with ruptures that do not break to the surface, in contrast to the adjacent faults."

This research suggests more work is needed within the stepover region to better understand any faults there that could serve as potential sources of earthquakes. In addition, if the disaster was a relatively small rupture within a stepover, the adjacent segments of the Enriquillo-Plantain Garden fault may still be capable of deadly activity.

"In particular, we found that the fault segment to the east of the stepover and south of Port-au-Prince shows a history of past surface rupture," Cowgill said. "The segment appears capable of producing earthquakes similar in size to, or larger than, the 2010 event."

Rapid response
Overall, these findings, detailed online June 26 in the journal Geosphere, suggest "virtual reality-based visualization is likely to play an increasingly important role in the rapid scientific response to future natural disasters because it enables many basic aspects of fieldwork to be done remotely and more quickly than in the field," Cowgill said.

For instance, areas hit by natural disasters are often difficult to get to, due to rugged terrain, rough weather or lack of roads or aircraft availability. Virtual fieldwork can permit large numbers of researchers to examine a site remotely and quickly without diverting resources away from humanitarian efforts. This helps enable a rapid scientific response that can catch short-lived features such as unstable escarpments that can appear after quakes, which can help scientists better understand where and how faults ruptured and how earthquakes were generated.

"Such observations can also help researchers evaluate the potential for elevated risk of rupture on other nearby faults," Cowgill said. For example, examining tire tracks on roads can shed light on how the surface shifted, details potentially important for models that evaluate how stress fields around faults have changed following earthquakes to potentially move nearby faults closer to failure.

Virtual fieldwork can free on-site researchers "to focus on making observations that only they can make," Cowgill said. "Boots-on-the-ground observations are essential for a complete picture of fault rupture," such as analysis of soil and rock types and dating of materials.

?Flying car? passes flight test, gets closer to your garage

A first-of-its kind street-legal airplane has wrapped up phase one of a six-stage flight test program, bringing us?closer to?the day when we can buy one for a mere $279,000.

The development of the contraption was announced six years ago by Worburn, Mass., based Terrafugia, a company founded by pilots and engineers from MIT.?

The team plans to conduct road and flight tests through the summer in order to gain certification from air and road safety governing groups. First customer deliveries are expected by the end of 2012.?

The Terrafugia is technically a roadable aircraft. It?s an airplane that takes off and lands at the airport but can be driven on city streets once its wings are folded and stowed. The wing folding is accomplished with the push of a button.

The phase I flight test program was conducted at Plattsburgh International Airport in New York. ?It?s a real airplane; we?re flying it whenever we want, for as long as we want,? CEO Carl Dietrich said in a statement.

'Ted' outstrips 'Mike' in big box-office weekend

LOS ANGELES (AP) ? It's both a bear and bull market for Hollywood.

The bear is "Ted," Mark Wahlberg and Seth MacFarlane's comedy for Universal Pictures about a talking teddy bear, which opened as the No. 1 movie with $54.1 million, according to studio estimates Sunday.

And the bulls are baring it in the Warner Bros. release "Magic Mike," Channing Tatum and Steven Soderbergh's male-stripper tale that debuted a strong No. 2 with $39.2 million.

The two new movies were backed by a deep bench, with Pixar Animation's Disney fairy tale "Brave" holding up well at No. 3 with $34 million in its second weekend. "Tyler Perry's Madea's Witness Protection," the latest from the dependable breadwinner for Lionsgate Films, opened solidly at No. 4 with $26.4 million.

The four movies combined to keep Hollywood in the money compared to the same weekend last year, when "Transformers: Dark of the Moon" launched with $97.9 million.

It was an equally big weekend overseas, where two huge franchises got a head-start on their U.S. openings.

The 20th Century Fox animated sequel "Ice Age: Continental Drift" opened with $78 million in 34 international markets, while Sony's "The Amazing Spider-Man" debuted with $50.2 million in 13 markets. "Amazing Spider-Man" opens domestically Tuesday for the Fourth of July weekend, while "Continental Drift" has its U.S. debut July 13.

Domestic revenues totaled $207.7 million, up 3 percent from the same weekend in 2011, according to box-office tracker Hollywood.com. That was quite an accomplishment, considering the Fourth of July fell on Monday last year, making it a long holiday weekend.

"It was absolutely astonishing that we're beating the same weekend a year ago given the enormity of the film, the big sci-fi blockbuster that opened then," said Hollywood.com analyst Paul Dergarabedian. "This played out like a holiday weekend without it really being a holiday weekend. It speaks volumes about the importance of having a wide variety of films in the marketplace."

The only one that didn't work among new wide releases was the sibling drama "People Like Us," which tanked at No. 10 with $4.3 million. A DreamWorks release distributed by Disney, the movie features Chris Pine (Captain Kirk of "Star Trek") as a man who gets himself into an awkward relationship with the half-sister (Elizabeth Banks) he never knew he had.

"Ted" stars Wahlberg as a guy whose stuffed bear magically came to life when he was a boy, the two growing up together to become slacker, party-boy roommates. Writer-director MacFarlane, the creator of TV's "Family Guy," provides the voice of the bear, while "Family Guy" voice co-star Mila Kunis plays Wahlberg's girlfriend.

The idea of a cuddly teddy bear combined with a foul mouth and MacFarlane's wicked sense of humor caught fire with audiences, who lifted "Ted" far beyond the opening of $35 million or less that Hollywood generally expected.

"In my heart of hearts, I just felt that everybody was starting to talk about this talking bear, and everyone loves Seth MacFarlane, people love his show," said Nikki Rocco, head of distribution for Universal. "And the marketing campaign did a great job of telling people how fabulous this picture is for an R-rated audience."

"Magic Mike" also far outstripped industry expectations. The weekend was a rare instance where two R-rated movies opened at Nos. 1 and 2, and it followed another unusual weekend where two PG-rated movies ("Brave" and "Madagascar 3: Europe's Most Wanted") led the box office.

Directed by Soderbergh, "Magic Mike" is inspired by Tatum's early career as a male stripper and features him as a veteran dancer who takes a newcomer (Alex Pettyfer) under his wing.

The beefcake factor of Tatum, Pettyfer and co-star Matthew McConaughey strutting their stuff had women packing theaters in a way that distributor Warner Bros. had not seen since its "Sex and the City" flicks. Female fans made up 73 percent of the "Magic Mike" crowds.

"'Magic Mike' just didn't have the brand that 'Sex and the City' had for so many years," said Dan Fellman, Warner's head of distribution. "The fact that it performed in the same vein was a great surprise."

"Brave" raised its domestic haul to $131.7 million and has added $26.8 million in its slow rollout overseas for a worldwide total of $158.5 million.

Filmmaker and star Perry's latest features outspoken Southerner Madea taking in a Wall Street guy (Eugene Levy) whose family is placed in witness protection.

The first Perry release in summer, "Madea's Witness Protection" earned 70 percent of its revenue from black audiences, down from the filmmaker's usual 80 percent, as funnyman Levy and co-star Denise Richards gave it more appeal among whites.

Like "Ted" and "Magic Mike," ''Madea's Witness Protection" did better than Hollywood anticipated. David Spitz, head of distribution for Lionsgate, said movie-going just seems to be in the air, especially considering the 100-degree heat gripping much of the nation.

"People don't want to be outside in a heat wave, so it's one of those weekends where benefited from the weather," Spitz said.

In limited release, Fox Searchlight's Louisiana story "Beasts of the Southern Wild" opened strongly with $169,236 in four theaters, for an average of $42,309 a cinema. That compares to an average of $16,705 in 3,239 theaters for "Ted."

The top dramatic prize winner at last January's Sundance Film Festival, "Beasts" is the survival story of a young girl living with her ailing, boozing father as a storm approaches the Delta wilds.

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Monday.

Study: British police say expect more riots

LONDON -- British police expect another outburst of rioting in London -- possibly even this summer as the country prepares to host the Olympic Games -- as economic hardship pushes more people towards social unrest, a study found on Monday.

Thousands of angry young people rioted through the streets of London and other big cities last August, looting shops and burning buildings, prompting pledges from government to crack down on crime.


The joint study by Britain's left-leaning Guardian newspaper and the London School of Economics was based on interviews with 130 officers caught up in the riots.

It found that the police expect more trouble but feel their ability to respond could be weakened by austerity measures.?Last year a riot in north London, which started after a peaceful protest against the killing of a local man by police on August 4, triggered similar scenes across the country's capital and in cities such as Birmingham, Manchester and Liverpool.?

"Police expect a repeat of the riots that spread across England last summer, and are concerned about whether they will have the resources to cope with future unrest on that scale," the study said. ?"Officers said further disorder was likely, with many citing worsening social and economic conditions as the potential cause."

The government wants to make cuts of about 20 percent to police budgets. Like all public sector workers, officers also face pay freezes and higher pension contributions.

Meanwhile, security is under international scrutiny in London as it prepares to host the Olympic Games from July 27 when thousands of tourists and sports fans are expected to flock to Britain.?

A former high-ranking member of London's Metropolitan police, the country's largest police force, cautioned against drawing a direct link?between economic hardship and civil unrest.

Rioters in London torched vehicles and buildings and looted shops in response to the fatal shooting of a local man by police. NBC's Martin Fletcher reports.

"It is accurate to say that police funding is coming under a lot of pressure," Bill?Tillbrook, the former head of the specialist firearms unit at the Met told msnbc.com. "But it is not as simple as saying that if there are fewer police officers, there will be more riots."?

Nevertheless, the study showed many of those interviewed felt more riots were likely or even "imminent." In a response it described as typical, the study said one superintendent from Manchester police said he expected more disorder "within the year."?

"I think if you have bad economic times, hot weather, some sort of an event that sets it off ... my answer is: yes, it could," he told the study.?

"Because I don't think anything has changed between now and last August, and the only thing that's different is people have thought: riots are fun."?

Police were accused at the time of being too slow and ill-prepared in their response but many officers now feel budget cuts could only weaken their ability to deal with another wave of unrest, the study said.?

The vice chairman of the country's largest association of police officer agreed with many of the study's?conclusions.?

"Clearly we are in an austerity program. ?We are losing 20 percent of our budget over four years," Simon Reed told msnbc.com. ?"And the since disorder have lost 5,000 officers."

Indeed, more painful measures are expected as the coalition government makes cuts to plug the budget deficit. Public sector borrowing is due to fall from about 128 billion pounds ($200 billion) last year to 98 billion in 2013/14.?

The economy fell back into recession around the turn of the year and while overall unemployment has fallen in recent months, the rate of joblessness among those aged 18-24 remains as high as 19.9 percent.?

The HMIC independent police watchdog, in a report on Monday, said police forces planned to cut six percent -- 5,800 fewer officers -- ?of frontline roles as a result of spending cuts.?

"In addition, plugging the outstanding 302-million-pound funding gap might require a further reduction of officer numbers," it said.?
