PST: Balotelli to AC Milan |?His wild moments

Mario is leaving Manchester, if AC Milan?s to be believed. The whimsical Manchester City striker, brought to Eastlands two and a half years ago, is on his way to Milan ahead of a Wednesday physical. If passed, the exam will be the last step before a return home. For a $31.5 million fee (that could climb after performances bonuses), the Rossoneri will get the 22-year-old Italian international on a deal that?s said to run until 2017.

One of the most talented strikers in the world, Balotelli gave the world a glimpse of his game-defining potential with two Euro 2012 semifinal goals that led Italy to an upset victory of pre-tournament co-favorites Germany. In 75 appearances for Manchester City, the versatile striker has scored 30 all-competition goals, including 17 in 35 games last season. Bought from Inter Milan for $30 million in the summer of 2010, Balotelli has been a productive if mercurial presence for the English champions.

(MORE: Mario Balotelli?s top moments of madness)

It?s a label Balotelli?s earned off the field and on, his three years in Manchester having affirmed one of the more notorious reputations in world soccer. While most who?ve covered him closely describe a mischievous and mostly harmless character, the list of high-profile incidents linked to Sicily-born attacker have endowed him with a comical fame. Perhaps the most emblematic incident came in October 2011 when Balotelli set his house on fire after igniting fireworks in a bathroom. In a game the next day, Balotelli celebrated a goal by lifting his jersey to reveal a t-shirt which read ?why always me?? ? a reference to the media attention he attracts. Balotelli later became a firework safety ambassador for Great Manchester.

source: Among other famous anecdotes, Balotelli crashed a car soon after his Manchester arrival only to be found with near-$8,000 in cash on him when police came to investigate the incident. He was photographed in the company of Mafia members during his first spell in Italy, and out of curiosity, he has made unsolicited visits to prisons. Closer to the field, Balotelli?s immense talents have been mitigated by confrontations with coaches, brow-furrowing behavior like the ball heel shot that saw him pulled from a preseason game in Los Angeles, and a series of training ground fights with teammates, including captain Vincent Kompany.

Amid whimsy and volatility is a player who possesses an elite array of talents ? the type of gifts that lead clubs like City and Milan to pay transfer fees that would be the records for near-every club in the world. His supreme technical skills endow him with an enviable first touch, one which, combined with his 6?2? frame, allows him to play as a target forward. But his speed and athleticism have seen him spend time in wide positions, with a brilliant ball-striking ability making him a threat from distance in open play as well as from dead balls. There is a reason why people like Italy coach Cesare Prandelli and Manchester City boss Roberto Mancini continue to find room in their teams for ?Super Mario.?

His tendency to constantly defy his antics and win back playing time is something that?s frustrated critics who decry Balotelli?s fickle antics. Having already put in five-and-a-half seasons between Internazionale and City, many understandably see the talented striker as a seasoned if still maturing player. How many 22-year-olds are professional soccer players? (A lot.) And how many leverage their talent for such selfish pursuits? (One.) Well-compensated by the deal that took him to Manchester, it?s not unfair for onlookers ? particularly, City fans ? to expect more from somebody for whom greatness is only a mental tweak away.

source: Getty ImagesIt bears reminding that not all 22-year-olds are created the same. Balotelli?s past is one of relative turmoil. An impoverished family of Ghanian immigrants burdened by medical bills from Balotelli?s early childhood health problems gave him up to foster care when he was two years old. The biological family eventually faded out of his life, leaving a Sicilian-born foster child of African descent to be raised by a Jewish-Italian foster family in Brescia. For many familiar with Balotelli?s story, the player?s personality reflects a type of extended adolescence born of early childhood uncertainties.

Now Balotelli is Massimiliano Allegri?s pleasure and problem ? the newest piece of what could be an incredibly dynamic if but maturing attack. Twenty-year-old Stephan El Shaarawy has been the Italian season?s breakout star, his 15 goals from mostly a wide-left position trailing only Napoli?s Edinson Cavani for the league?s lead. On the right, 18-year-old M?Baye Niang has seen more time of late, though the summer acquisition from Caen has yet to notch his first Serie A goal. Together, the trio gives Allegri a collection of players who will be among the most fearsome one-on-one talents in the league, their speed and athleticism allowing the Rossoneri to attack with defense-collapsing talents from all angles.

In reality, a player like Bojan Krkic will likely need to be mixed in to provide a more creative presence in possession. And Milan also have Giampaolo Pazzini and (for now) Robinho in the squad. For a team the cleared their shelves of talent this offseason, Milan suddenly have an enviable collection of quality attackers, even if the best of them are still 22 or younger.

All of them are going to be overshadowed by Balotelli now. Having transcended pop curiosity to semi-national hero this summer, Balotelli becomes the preeminent figure in the team, if not the league. If Allegri gets more out of a player who?s rejoining the club he supported in his youth, $31.5 million will prove a reasonable price for somebody so talented. And it?s a move that always seemed inevitable when

Whether this move sees Balotelli fulfill his potential, well, that?s not up to Allegri. When Mario decides to be great, he?ll be great.

Frugal Tips: Heading Toward Financial Disaster? | Prudent Living ...

There is a very slim line between financial solvency and financial distress. You might not realize you are on the wrong side until it is too late! It is often easier to not think about you financial picture and just live day to day.

However the sooner you realize you are in trouble the better chance you?ll have of getting out of that situation. Here are some questions to ask yourself.

Are you constantly paying late fees or juggling your monthly bills by paying just enough to keep things going but never paying your balances on time and in full?? Perhaps you are basing your plans for a secure future financially by counting on a future windfall, such as a large inheritance, a winning lottery ticket or a large tax refund. If you are thinking this way you are heading for a fall!

How many credit cards do you have in your wallet? Credit cards are a convenient way to make purchases without having to carry cash. It is possible to be a savvy consumer and use credit cards to your advantage, earning reward points for purchases you make. If your credit card debt is constantly rising you should make it a priority to pay off your cards and get rid of them! Carry only one, which you only use for emergencies.

Do you find yourself fighting with your spouse over your finances? If this is a constant practice you need to take a look at your income, perhaps there is just not enough disposable income to finance the family?s spending. If you can?t sleep at night perhaps it is time to seek a free, nonprofit credit counseling service.

Overdraft fees are similar to late charges. If you are constantly incurring fees for overdrawing your checking account this is another red flag that you may be heading toward financial disaster!

How is your savings rate? Think of your saving account as an expense and should be budgeted for just like any other household expense. It may be hard to save but not saving can put you at risk for financial hardship. You need to set aside money for unexpected emergencies and for your future retirement

If you do have a retirement fund are you covering your expenses with your retirement savings? This is not only a warning sign that you are living beyond your means but it could have severe consequences for your retirement.

Don?t use your home equity like a piggy bank! It used to be that you could count on your home gaining in value every year. This is no longer the case and your goal should be to pay off your mortgage, not to take on a home equity loan.

If any of these signs are speaking to you take a hard look at your finances and see where you can cut back so that you are living within your means. There are many free, nonprofit credit counseling services out there to help you. You can search for a free or low-cost counseling provider in your area by visiting the National Foundation for Credit Counselingwebsite or by calling (800) 338-2227.

App-driven life: When in Rome, you can turn lights on back home

Want to know how to change your smart phone into a light switch? Philips Hue bulbs are controlled by your Android or iPhone, letting you turn them on and off from another room or another country.?

By Chris Gaylord / January 27, 2013

Your phone -- you want it to be a light switch? There's an app for that. The search for new apps spurs demand for creative app designers like Ben Johnson and Michelle Chen, pictured, at Raizlabs in Boston.

Now that most phones connect to the Internet, how about your light bulbs? Dutch electronics giant Philips trotted out a new kind of bulb last year ? one of the first to come with its own Internet router.

' + google_ads[0].line2 + '
' + google_ads[0].line3 + '

'; } else if (google_ads.length > 1) { ad_unit += ''; } } document.getElementById("ad_unit").innerHTML += ad_unit; google_adnum += google_ads.length; return; } var google_adnum = 0; google_ad_client = "pub-6743622525202572"; google_ad_output = 'js'; google_max_num_ads = '1'; google_feedback = "on"; google_ad_type = "text"; google_adtest = "on"; google_image_size = '230x105'; google_skip = '0'; // -->

These Philips Hue bulbs can be controlled by your Android or iPhone, allowing you to turn them on and off from the couch or ... from another country. The Hue application lets you adjust the brightness and color of each bulb individually and then program different settings for certain situations.

Dinner time? Maybe dim the lights to 70 percent brightness and give them a slightly reddish tint. New painting that you want to show off? Take a photo of the artwork with your phone and then tell the lights to match certain colors from the image.

In tests done by the Monitor, the Hue bulbs seem well designed, even though the app is not that intuitive. Perhaps foreseeing this problem, Philips opened up the software that runs these lights, allowing programmers to craft their own Hue apps. Already, Apple's online store has a 99-cent homemade disco app called Magic Hue that can take control of the Philips bulbs and tell them to pulsate in tempo with music.

Each of the LED bulbs shines with the strength of a 50-watt incandescent, but sips just 8.5 watts of power ? an energy efficiency similar to that of curlicue compact fluorescents.

However, Wi-Fi lights aren't cheap. A starter kit of three bulbs and a router costs $200. Each additional light is $60. Competitor GreenWave Reality offers a four-pack of colorless, app-powered lights and a router for $200, with extra bulbs costing $20 apiece.

EJ Manuel leads South to Senior Bowl win, 21-16

MOBILE, Ala. (AP) ? EJ Manuel's January couldn't have gone much better on the field. More importantly, he's hoping for a similarly happy February for his family.

The Florida State quarterback passed for a touchdown and rushed for another on the South's first two drives in a 21-16 victory over the North in the Senior Bowl on Saturday, and was named Most Outstanding Player.

Now, he can try to be the MOS ? Most Outstanding Son. His mother, Jackie Manuel, who was diagnosed with breast cancer before the season, has been recovering from her final round of chemotherapy, and Manuel said she's scheduled to have surgery on Feb. 1.

"That's kind of been my motivation," Manuel said. "I call my mom every single day and tell her I love her. I never miss a day.

"They'll be sending that award home to her. I won that award for her. I went out there and played well for her. I'm happy I was able to do it."

And even happier to return to her side in Virginia for a few days, instead of just squeezing in Skype and Facetime sessions.

It was a great finish for Manuel to a month that began with a 291-yard performance in an Orange Bowl victory over Northern Illinois.

Manuel and running backs Stepfan Taylor and Mike James combined to put the game for senior NFL prospects away on the South's final drive. Stanford's Taylor carried five times for 32 yards and caught a 6-yard pass from Manuel.

Manuel converted a fourth-and-1 play on a sneak to set up a 5-yard touchdown run for Miami's James with 2:41 left. He completed 7 of 10 passes for 76 yards with a 20-yard touchdown pass to Alabama tight end Michael Williams. He also scored on a 2-yard run.

Brigham Young defensive end Ezekiel Ansah received MOP honors for the South team while Purdue defensive lineman Kawann Short was the North's top player.

Miami, Ohio quarterback Zac Dysert answered with a scoring drive that ended with his 3-yard touchdown pass to Oregon running back Kenjon Barner with 23 seconds left. The two-point conversion and onside kick both failed.

Ansah is a native of Ghana who initially was on the track team and now is a potential first-round pick. He had seven tackles, 3.5 behind the line, 1.5 sacks and a forced fumble.

"It was fun. I came out here to work hard, with a bunch of all-star players, obviously," Ansah said. "Everyone out here is an MVP. I just came here to learn and get better."

Short had three tackles, one for a loss.

Taylor finished with nine carries for 53 yards for the South.

Barner led all receivers with seven catches for 59 yards and gained 13 yards on three carries.

It was an up and down day for most of the quarterbacks.

Arkansas' Tyler Wilson completed 8 of 11 passes for 40 yards for the South. Landry Jones, a four-year starter for Oklahoma, was 3-of-9 passing for 16 yards and was sacked twice.

For the North, Dysert was 10 of 16 for 93 yards and was intercepted once and sacked twice. North Carolina State's Mike Glennon completed half his 16 attempts for 82 yards, and Syracuse's Ryan Nassib was 4 of 10 for 44 yards and threw an interception.

Southeastern Louisiana defensive back Robert Alford set up Manuel's 2-yard run with an 88-yard return of the opening kick. Then Manuel lofted an over-the-shoulder pass to Williams in the end zone.

"The corner played the flat and big Mike ran a great route and got leverage on the linebacker," Manuel said. "I thought it was a great matchup and I just threw the ball up there and he made a great catch."

Williams converted another third-down play with a 19-yard catch on the drive.

Glennon and the North offense finally got things going to open the second half.

He completed all three of his pass attempts for 34 yards and then UCLA's Johnathan Franklin, a finalist for the Doak Walker Award, closed the drive with a 12-yard run and a 20-yard touchdown on consecutive plays.

Manuel didn't play again until the third quarter when he led the South across midfield. His fourth-down pass was deflected into the arms of Utah State defensive back Will Davis for an interception.

Davis returned it 25 yards and Glennon led the North deep enough to set up a 42-yard field goal by Oklahoma State's Quinn Sharp to make it 14-10 with 3:28 left in the third quarter.

Former Michigan quarterback Denard Robinson continued his conversion to receiver. He lost 3 yards on a reverse but turned a screen pass from Nassib into a 14-yard gain late in the third quarter and added a 7-yard catch in the fourth.

Chavez starting more medical treatment in Cuba

SANTIAGO, Chile (AP) ? Venezuelan President Hugo Chavez has defeated a respiratory infection and has begun additional medical treatment in Cuba after struggling with complications following cancer surgery more than six weeks ago, a government spokesman said Saturday.

Venezuelan Information Minister Ernesto Villegas said that it remains unclear how soon Chavez could return home, and did not specify the kind of treatment he is receiving.

"Vice President (Nicolas) Maduro estimates that the time it could take President Chavez to return is within weeks. But we haven't wanted to fix an exact timeframe for the president's recuperation," Villegas told reporters on the sidelines of a 60-nation summit in Chile.

He read a statement that went beyond past government reports in providing additional information about Chavez's Dec. 11 surgery, but didn't describe the newest treatment. While refusing to release many details about the president's cancer, authorities in the past have reported on specific treatments, including radiation and chemotherapy.

"Forty-five days after carrying out a complex surgical intervention for the removal of a malignant lesion in the pelvis, with severe, acute complications, the patient's general evolution is favorable," Villegas said, reading the statement.

"At this time, the serious respiratory infection has been overcome, although a certain degree of respiratory deficiency persists and is being duly treated," Villegas said.

After that improvement, Villegas said, "systemic medical treatment for the fundamental illness began to be applied as a complement to the surgery."

Villegas also criticized Spain's leading newspaper El Pais, which was forced to reprint its Thursday edition after discovering that its front-page exclusive photograph supposedly showing an ailing Chavez being treated in Cuba was a fake.

The newspaper apologized to its readers for the mistake and said it was investigating how the photo made its way into the paper.

"But who has apologized to Chavez or his family?" Villegas said.

"In Venezuela we've seen a phenomenon where even the atheists are praying for Chavez," he said. "In Uruguay, President Mujica, who's not a believer, organized a Mass and prayed for Chavez."

Chavez hasn't appeared or spoken publicly since before the operation.

Maduro said early Saturday after meeting with Chavez in Cuba that the ailing president is now "in the best moment we've seen him in these days of struggle" following the surgery.

Maduro spoke on state television after returning from Havana to Venezuela, and before he traveled to Chile for the summit.

"We're taking a message prepared by the president, and we're going to turn it over to heads of state who attend the CELAC summit. He makes fundamental proposals," Maduro said, adding that the message was in Chavez's handwriting.

Maduro said Chavez also sent a message for Venezuelans, including that he was "very optimistic" about his treatment. Maduro said Chavez is "hanging on to Christ and to life."

Chavez has undergone repeated surgeries, chemotherapy and radiation treatment for an unspecified type of pelvic cancer. He has undergone much of his treatment in Cuba.

The 58-year-old president won re-election in October, and lawmakers indefinitely put off his inauguration earlier this month in a decision that was condemned by opponents but upheld by the Supreme Court.

The vice president said that Chavez "has reviewed and evaluated reports on different areas and has made decisions."

He said Chavez evaluated the country's economic situation and budget and made decisions about gold reserves, funding for public housing projects and "social investments and economic development." Maduro didn't give more details but said the actions approved by the president were intended to "guarantee the country's economic growth, infrastructure, housing."

Maduro said that one of the documents signed by Chavez dealt with the selection of his socialist party's candidates for mayoral elections later this year. The vice president showed the signature in red ink on one of the documents.

Okada sues Wynn Resorts in bid to keep board seat

SAN FRANCISCO (Reuters) - Japanese gaming billionaire Kazuo Okada has filed a lawsuit in a Nevada court in an attempt to keep his seat on the board of Wynn Resorts Ltd.

Okada, who until recently controlled a nearly 20 percent stake in the casino company, filed suit on Thursday in U.S. District Court in Las Vegas, asking for an injunction to stop a special meeting of Wynn shareholders scheduled for February 22.

Wynn called the meeting earlier this month, seeking a two-thirds vote by holders to remove Okada, claiming that he is "unsuitable" and that "it is essential from a gaming regulatory standpoint" to remove him. Wynn cited its own previous investigations of alleged impropriety as well as a more recent inquiry by the Nevada Gaming Control Board.

In the lawsuit, the latest in a series of legal battles between former friends, Okada alleged that Wynn's statements to shareholders and regulators were misleading. They omit Okada's various denials and explanations and improperly aim to silence a valuable internal critic, the lawsuit said.

"This is just the latest ploy in Mr. Okada's increasingly desperate campaign to divert attention from the real issue?his misconduct as a director of Wynn Resorts," Michael Weaver, Wynn's senior vice president of marketing, said on Friday.

Okada also asked fellow directors to investigate the company's own expansion into Macau's Cotai Strip, calling for a board-appointed investigator to look into deals around Wynn's acquisition of land for a casino, which Okada said were questionable. Wynn declined to comment on that request.

Okada said that Wynn's deals with two small companies as it attempted to acquire land and a government license for a new casino in the special administrative region of China raised questions about what it got in return.

The court filing includes documents that show Wynn promised two companies tens of millions of dollars. Wynn did not respond to that portion of the filing but has previously said the deals were appropriate.

In previous litigation, Okada failed to stop Wynn from forcibly buying back Okada's entire stockholdings at a 30 percent discount last year. Okada held the shares through his Universal Entertainment Corp .

Reptile roundup: Cops hunt escaped crocodiles

A crocodile farm in South Africa is forced to open flood gates and release the reptiles into rising waters. At least 2,000 crocodiles have been recaptured. TODAY.com's Dara Brown reports.

By Peroshni Govender, Jon Herskovitz and Nelson Banya, Reuters

JOHANNESBURG - South Africa has called out the police to join the hunt for as many as 10,000 crocodiles on the loose after escaping from a farm during floods and being washed into one of southern Africa's biggest rivers, officials said Friday.

Crocodile farmers, locals and police have trapped thousands of the reptiles, using plastic bands to tie their legs behind their backs and then piling them into pickup trucks.

The flood gates at the Rakwena Crocodile Farm, near to the Botswana and Zimbabwe borders, were opened on Sunday because it was feared that rising flood waters would crush the reptiles, releasing?some 15,000 crocodiles into the Limpopo River.

"At night time we have more success. It is much easier to see them," Zane Langman, whose in-laws own the farm, told news channel ENCA.

Fashion industry
Most of the crocodiles are less than 6 feet 6 inches long. The area is home to several farms that supply crocodile skins to the fashion industry.

"We are working as a team with the stakeholders," police spokesman Brigadier Hangwani Mulaudzi said Friday.

There have been no reports of injuries caused by the escaped reptiles.

Police in Zimbabwe, on the other side of the Limpopo, also issued warnings to people to avoid going into the water because of the crocodile threat.

Heavy rains and flooding have claimed at least 20 lives in Mozambique and South Africa and led to the evacuations of thousands.

Hookup Culture: Why Millennials Struggle With Attachment and ...

It turns out that there are ?Strings Attached? in our ?Friends with Benefits? Culture

Historic Christian morality and modern neuroscience have come to the same conclusion: sex forms a nearly inseparable?bond. ?

by Mike Friesen?? Launch Ministry

millennial-intimacyWhat is going on with Millennials and their sexuality? Friends with Benefits? No Strings Attached Relationships? Hooking up?

What we see in the Millennial generation is a generation that didn?t want to see the dysfunctional marriages that they themselves lived with when they were growing up and yet they still wanted to sustain and gratify their sexual urges (hence, these uncommitted relationships). My generation is having a hard time forming attachments with other people.

Erikson and Freud more Kutcher and Portman

You can blame it on Hollywood. Movies like ?Friends with Benefits? with Justin Timberlake and Mila Kunis or ?No Strings Attached? with Ashton Kutcher and Natalie Portman certainly chronicle the issue, but they hardly caused it. You could blame it on a culture that is built around instant gratification. You could even say that it is our ultimate desire that we just want to do what other people are doing so that we aren?t a social oddity.

imgresUltimately, I believe it comes down to an identity problem.?No matter how we go through life we will assert our imprint on the world. Even social disengagement is a form of social engagement. How we interact with the world stems from a fundamental understanding of who we think we are. So in my sexual relationships, I have sex (or don?t have sex) with those based on how I understand myself and how I understand myself through others.

One of the most renowned 20th century psychologists Erik Erikson noted that the age in which we are supposed to be developing meaningful and bonding relationships happens between 18-30 (the age of the current Millennial relationships). Erikson believed, and I believe rightly, that it takes two whole people to bond and create whole relationships. It isn?t rocket science that broken people tend to create two types of social reactions when relationships are imposed upon them: codependent relationships or retreating into isolation.

Neuroscience and Morality?

MPW-55789As Christians we believe that when we engage in sexual activity that there is a bond that is inseparable. Neuroscience has come to the same conclusion. When people have sex, several chemicals in their brain are released: one is oxytocin and another is dopamine. Oxytocin is the bonding chemical. When we have sex with someone we are supposed to be bonded to this person.

The more bonds we form with others, and these relationships are torn apart or disengaged, the more we struggle to bond with another. Dopamine is the feel good chemical. The more dopamine is released in our brain, the more we become attached to it. This is how sexual addictions are created. Sigmund Freud also called this engagement where sexual activity is used as a form to merely annihilate the tension we feel in our body a Death Instinct. It seems that from the Bible to neuroscience to Freud, that our sexuality outside of Eros, out of continual longing for union with a person, that our actions will lead to some form of biological or metaphysical death.

It?s Identity

All of this to bring us back to our fundamental question: Who am I? When we don?t know who we are, we won?t know what to do in our social engagements (sexual or not). Maybe our critique of the Millennial generation, my generation, comes from a poor or broken understanding of who we are. For Christians, we are called to help people understand who they are in Christ (as the beloved). If we are not Christians, how do we invite people into wholeness? How do we help people find themselves? How do we help people find one another?

Interoperability holds the key to EHR, mobile health success ...

Neil_Versel_LargeHave you seen all the pushback of late against the direction of the ?meaningful use? EHR incentive program and EHRs in general?

The year started with the publication of a RAND Corp. study in Health Affairs cautioning that health IT had fallen far short of its potential so far. Notably, EHR design and implementation problems, a lack of interoperability and continued reluctance among providers to redesign care processes and spend time trying to ?master difficult-to-use technology? has stood in the way of expected cost savings, efficiency gains and better care.

Meanwhile, interest groups all over the country have been publicizing their comments to the Department of Health and Human Services in response to the Health IT Policy Committee?s preliminary recommendations for Stage 3 of meaningful use, and quite a few have been critical of the whole direction of the program.

Not surprisingly, the American Medical Association (AMA) and the American Hospital Association (AHA) both said it was premature to develop rules for Stage 3 before Stage 2 starts in 2014 and while many providers have not yet achieved Stage 1. But even some EHR vendors have expressed reservations.

?The pace is too damn high,? John Glaser, Siemens Healthcare?s CEO of health services, told Forbes, suggesting that there hasn?t been enough time to focus on interoperability of health information. ?We need the time to do it right,? Glaser said.

I don?t think anyone would argue at this point that there aren?t gaps in meaningful use and in health IT, particularly when it comes to interoperability. And that?s where mobile and personal health devices need to come in.

Last week, the Association for Advancement of Medical Instrumentation (AAMI) and the Food and Drug Administration (FDA) issued a report based on a summit they convened in October suggesting that policy-makers were ignoring all the data coming from connected medical devices by focusing so much on EHRs.

?Healthcare organizations are focused on getting electronic health records (EHRs) up and running. Very few are stepping into the even more complex space of device interoperability,? the report said. But they eventually will need to pay attention to the latter, which includes everything from home health monitors to fitness counters to inpatient telemetry equipment.

?Getting it right protects patients, contributes to clinical decisions and positive patient outcomes, and improves efficiency. Getting it wrong introduces significant risk and the likelihood of adverse patient events. Worse, getting it wrong doesn?t mean returning to the baseline risks of an unconnected world ? it will lead to more serious situations than exist now. Safe interoperability is central, not peripheral, to the core mission of healthcare,? the AAMI and FDA said.

At least one person believes device interoperability is coming as soon as Stage 3, which is scheduled to start in 2016, or two years after a provider first achieves Stage 2, whichever is later. That person is Chuck Parker, executive director of the Continua Health Alliance.

Writing on the HIMSS blog this week, Parker said the current recommendations for Stage 3 promise to get everyone connected by encouraging patient engagement. ?If [the HIT Policy Committee's] recommendations come to pass, Stage 3 will encourage medical practices and hospitals to enlist their patients to use health devices and apps, and to accept patient-generated data into EHRs,? Parker said.

?Studies of connected health show that when patients incorporate mHealth?into their lives ? at home, work, and on the go ? they recognize the relationship between their health behaviors and experience of health and are consequently?better able to self-manage. My prediction is that practices and hospitals embracing Stage 3 will discover a new capacity to bring about positive outcomes through timely, targeted interventions, both at the individual and population levels,? Parker continued, but then he added one caveat: devices and IT systems need to be connected.

?The fact is, unless personal health devices work together with minimal effort, patients are unlikely to stick with mHealth tools, and the momentous opportunity for connected health will be lost,? Parker said.

Yes, interoperability remains elusive and difficult. But we have to get it right. Billions of public and private dollars are on the line here, and more importantly, so are millions of lives.

Emancipated minor wants to start building credit

By Erica?Sandberg

Opening Credits

Ask a question.

'Opening Credits' stories

Question for the CreditCards.com expertDear Opening Credits,
I have recently been emancipated and am just about to turn 17. I want to get an early start on working on my credit. Would there be any way(s) that I could go about doing so? -- Brad?

Answer for the CreditCards.com expertDear Brad,
How exciting! As an emancipated minor, a fresh set of legal rights is now open to you. Emancipation grants you the rights of an adult, even though you are younger than 18. The exact laws concerning your newfound freedoms vary a bit by state. For example, depending on where you live, you may or may not have to wait until you're 21 to drink alcohol legally.

No matter where you are, though, you can probably make some very grown-up financial decisions that you couldn't have made before your status changed. One of them is the ability to sign binding contracts. That means you can obtain a credit card or a loan from a bank without needing a parent or other adult to add their signature to the documents.?

I'm glad you're interested in establishing your credit, and a credit card is a great place to begin. Plastic permits you to do all sorts of things that cash or debit cards (which just draw from the money in a checking account) can't. You can buy what you want immediately, but don't have to pony up the funds for it right away. Purchasing items online is safer with credit cards, and booking hotel and car reservations is also easier than with cash.

When you use credit well, you also become more appealing to future landlords and employers. If you're seeking either, there's a strong chance that they will check up on your credit history. A consumer credit report that indicates a long pattern of you borrowing money and then satisfying it according to the terms of the contract will certainly work in your favor.

So speaking of contracts, that's the paperwork (electronic or actual) that you sign when you open a credit card account or take out a loan from a bank.? Most youths who are emancipated can enter into a legally binding contract, so you're good to go.

Or are you? While dealing with creditors as an individual can be wonderful, it also comes with some dangerous consequences. If you break the contract by not paying them back, they can sue you in a court of law. You want to avoid lawsuits with every fiber of your being. Not only can a judgment (what you owe after losing a case) ruin your credit and saddle you with a massive burden for many years, but the creditor may also be permitted to garnish your wages or take some of your stuff.

Additionally, your credit reports and the scores that are derived from them will be negatively impacted if you pay late or max out your credit card for many months. The lender will send the derogatory activity to the credit reporting bureaus and your rating will tank. Most negative data sticks for seven years, so you've got to be careful.

OK, warnings aside: Here's how you can get started!

Have a job? If not, you'll need one, as issuers want to see that you're employed. After all, if they're going to lend you money, they'll also want to be pretty sure that you can pay them back.

Next step is to save some money. Since you're a neophyte, most issuers would like to have some added assurance. In other words, collateral. Squirrel away at least a few hundred dollars and go for a secured card. These types of accounts are perfect for emancipated minors who have not yet entered into the world of banking. Qualification standards are more generous than unsecured products because they can take the deposited funds if you don't repay your balances as promised.

Search for a secured credit card that looks right for your needs and situation. Make sure that the card will report your payments to the major credit bureaus.? Once approved, deposit the required sum. Then, charge regularly, spending only what you will repay in full so you never keep a balance. Pay on time, every time. Then, after a year or so, you can move forward by applying for a regular, unsecured credit card -- and they'll give it to you because the credit bureaus have a record of your pristine payment record. To make sure you're on track, check your FICO credit score (about $20 from myFICO.com) and your credit reports (free once a year from the top three credit bureaus at AnnualCreditReport.com) to see where you stand.

I recommend you read "FICO's 5 factors: The components of a credit score" to gain a clearer understanding of all the elements that go into creating a great credit score.

Good luck!?

Linda Pugach, blinded in infamous NYC crime, dies

NEW YORK (AP) ? Linda Pugach, who was blinded in 1959 when her lover hired hit men to throw lye in her face ? and became a media sensation after later marrying him ? has died, her husband said Thursday. She was 75.

The infamous New York City crime was detailed in the 2007 documentary "Crazy Love."

Pugach, who hid behind dark glasses for the rest of her life, died Tuesday at the Long Island Jewish Hospital in Queens. The cause was heart failure, said her husband, Burton Pugach, who spent 14 years in prison for hiring the thugs to attack his then-girlfriend Linda Riss after she spurned him. He was married at the time, and the heinous attack became an instant tabloid sensation.

After his release, Pugach divorced his first wife and convinced Riss to marry him in 1974. He proposed to her on live television.

"This was a very fairy tale romance," a sobbing Pugach told The Associated Press on Thursday.

After the release of "Crazy Love," Pugach praised filmmaker Dan Klores for revealing a story that for the first time "has colors ? it was no longer black and white."

Two decades after his release from prison, Pugach was accused in another case with chilling similarities but acquitted of the charges in 1997. He had been accused of threatening and harassing another lover after she tried to end their five-year affair. That woman testified that he threatened to make it "1959 all over again."

He told the AP in an interview at the time: "Haven't you ever threatened to kill your husband? Did you mean it? Of course not. ... This has been blown out of proportion like I've never seen."

Linda Pugach testified at that trial, describing her husband as a good man. Under cross-examination by Pugach, a disbarred lawyer who defended himself, she said couldn't have sex with him after undergoing heart surgery in 1990.

"He was a naughty little boy and he was caught," she said as she left the courtroom on his arm. She said he was an adulterer, not a criminal.

Pugach said his wife went into the hospital on Dec. 26, 2012, two days before they had scheduled a trip to Florida to buy a property in Boca Raton.

"I don't know how I'm going to go on without her," he said.

On Thursday he again denied that he was ever involved in the attack.

"If I had told anyone to throw lye at her, would she have married me? A monster does that," he said.

Linda Pugach was being laid to rest in a crypt in Paramus, N.J. on Thursday.

"There's a place for me there. We'll be together," he said.

Toxic Cleaning Product Ingredients Might Be Missing On Your Bottle's Label (VIDEO, PHOTOS)

We recently shared a list of hazard symbols to look out for on your cleaning products. These warning signs are issued on cleaners to help protect you and your family from injuries. However, there is one thing that isn?t always listed on the bottle: product ingredients.

The Federal Hazardous Substances Act does not require household products to include a list of contents. The manufacturer is just responsible for labeling their product if it is caustic, toxic, an eye irritant or if the chemical make-up of the product could pose such a hazard.

So what does this all mean? Well, consumers may be cleaning their homes with chemicals they wouldn't normally use. But that doesn?t mean you?re out of luck when it comes to giving your home a good scrub without exposing yourself to problem ingredients. If you visit the National Institute of Health's Household Products Database, you can search for the name of the product you?re using and read all about its health and safety information. According to The Record, the American Lung Association at lung.org, suggests consumers should choose products that don't contain (or, at the very least, have reduced amounts of) volatile organic compounds (VOCS), fragrances, irritants and flammable materials.

You can also switch to "green" cleaners which are becoming more and more popular. Many swear by natural solutions made from baking soda, white vinegar and water. "I always use a combination of white vinegar, water (1 part each) and rubbing alcohol and it cleans nearly everything. [It's] totally green and very safe to use. If you are cleaning wood, I'd omit the alcohol. White vinegar cleans everything. Floors, glass, tables, counters, coffee pots, tiles, bathrooms, you name it,? New Jersey homeowner Erika Haedo told The Record.

Watch the video above to see how you can clean using homemade solutions and click through the slideshow below to see the Environmental Work Group?s list of Cleaners Hall Of Shame.

First Global Assessment of Land and Water ?Grabbing?

Jan. 22, 2013 ? As world food and energy demands grow, nations and some corporations increasingly are looking to acquire quality agricultural land for food production. Some nations are gaining land by buying up property -- and accompanying water resources -- in other, generally less wealthy countries.

Sometimes called "land grabbing," this practice can put strains on land and water resources in impoverished countries where the land, and needed water, has been "grabbed" for commercial-scale agriculture.

A new study by the University of Virginia and the Polytechnic University of Milan, and currently published in the online edition of the Proceedings of the National Academy of Sciences, provides the first global quantitative assessment of the water-grabbing phenomenon, which has intensified in the last four years largely in response to a 2007-08 increase in world food prices.

"Over less than a decade, the rates of land and water grabbing have dramatically increased," said Paolo D'Odorico, Ernest H. Ern Professor of Environmental Sciences in the University of Virginia's College of Arts & Sciences, and a study co-author. "Food security in the grabbing countries increasingly depends on 'grab-land agriculture,' while in the grabbed countries, local populations are excluded from the use of large parcels of land. Even just a fraction of the grabbed resources would be sufficient to substantially decrease the malnourishment affecting some of the grabbed countries."

The study shows that foreign land acquisition is a global phenomenon, involving 62 grabbed countries and 41 grabbers and affecting every continent except Antarctica. Africa and Asia account for 47 percent and 33 percent of the global grabbed area, respectively, and about 90 percent of the grabbed area is in 24 countries.

Countries most affected by the highest rates of water grabbing are Indonesia, the Philippines and the Democratic Republic of Congo. The highest rates of irrigated water grabbing occur in Tanzania and Sudan.

Countries most active in foreign land acquisition are located in the Middle East, Southeast Asia, Europe and North America. Overall, about 60 percent of the total grabbed water is appropriated, through land grabbing, by companies in the United States, United Arab Emirates, India, United Kingdom, Egypt, China and Israel.

D'Odorico said that in most cases where land has been acquired, there is a switch from natural ecosystems -- such as forests and savannas -- or small-holder agriculture run by local communities, to large-scale commercial farming run by foreign corporations.

He said one possible positive effect of foreign land acquisition is that "corporations can afford investments in technology, such as irrigation systems, that increase agricultural productivity while creating employment opportunities for local populations."

However, there also are negative implications, D'Odorico said, such as that the local populations are excluded from the direct use and management of their land and water resources and concern that in the long run, foreign land acquisitions could lead to overuse of water and land with negative effects on the environment (whereas local small-holder farmers are often in a better position to be good stewards and managers of their land and water).

"By losing control of part of their land and water, in many cases local people are giving up to wealthier nations their most precious natural resources -- resources that could be used now or in the future to enhance their own food security," D'Odorico said.

He noted that countries such as Sudan and Tanzania have the potential to become new "breadbaskets" because of either rain or river flow, but lack investments in agricultural technologies that would enhance productivity. For this reason, he said, foreign corporations see in them strong potential for high-profit investments and thus are rushing to "grab" these lands and water.

"It is hard to think that this phenomenon may be stopped," D'Odorico said. "However, both the United Nations and the national governments should ensure that some of the wealth generated by foreign investments in agricultural land are used to benefit local populations, for example by sustainably improving their food security and enhancing the productivity of small-holder agriculture.

"There is also the need for institutions that can make sure that locals are involved in decisions about the reallocation of rights on land and water resources."

D'Odorico's study co-authors are Maria Cristina Rulli and Antonio Saviori of Politecnico di Milano (Polytechnic University of Milan) in Italy.
